Rep. Travis Couture blasts bill from Democrats to end the Community Protection Program as ‘anti-public-safety’
In a passionate floor speech, Rep. Travis Couture, R-Allyn, slammed House Bill 1390 , which would dismantle Washington’s Community Protection Program. Calling the bill, sponsored by the Democrat chair of the House Community Safety Committee, an anti-public-safety bill, Couture explained the CPP was created over two decades ago as a critical safety net to provide specialized treatment and 24/7 monitoring of individuals with developmental disabilities who have a history of violent or sexually predatory behavior. Couture said without a specialized public safety program these high-risk individuals could end up in general DDA housing that serves some of Washington’s most vulnerable residents.
