Rep. Travis Couture argues to exempt veterans from bill restricting firearms rights

Rep. Travis Couture, R-Allyn, argues to exempt veterans from bill restricting firearms rights. Couture says House Bill 1163 infringes on the Second Amendment rights of all Washingtonians by mandating a permit-to-purchase program that requires a live-fire safety training course before an individual can legally buy a gun. Couture, a Navy veteran, spoke in favor of an amendment to exempt veterans from the restrictions in the bill.
