Rep. Travis Couture argues against Democrat bill to make work programs for incarcerated people voluntary
Rep. Travis Couture, R-Allyn, argues against a Democrat bill that makes taking part in work programs voluntary for incarcerated people. Couture says the change in House Bill 1233 erodes accountability for committing crime and the rehabilitation value that comes from having a job. Couture, the House Republican budget lead, says the change could also hurt the state budget by forcing Washington to outsource prison services to a third party if too many inmates opt out.
