Rep. Travis Couture strongly opposes bill easing penalties for juvenile offenders

Rep. Travis Couture, R-Allyn, voices his strong opposition to House Bill 1322 during debate in the House Appropriations Committee. The bill would make it harder for courts to send juvenile offenders to detention facilities and instead prioritize community-based alternatives. Couture argues at a time when juvenile crime is up 25%, the bill moves Washington in the wrong direction on public safety.
