Rep. Travis Couture delivers impassioned comments as he fights for special education students

Rep. Travis Couture, R-Allyn, delivers a pair of impassioned speeches as he fights for fair and equitable funding for special education students in Washington. During debate on House Bill 2180 which only slightly raises the cap on special education funding, Couture first spoke to his striking amendment which mirrors a bill he proposed this session to remove the cap on special education funding by the 2026-27 school year to ensure the state meets its paramount duty to fully fund basic education. After that striking amendment was defeated, Couture was critical of the final bill when he spoke on final passage, which he says falls far short of what is needed and treats special needs students and their families across the state like second class citizens.
